This presentation will review the algorithmic transparency recommendations developed by the Council for Transparency (CPLT) of Chile, which aim to advance greater transparency and explainability of automated and semi-automated decision-making systems that are used by public bodies to provide goods and services to citizens, since it is essential that the information about these decision-making systems be known and published on the websites of the services in a clear, accessible and updated way, for example, in the granting of benefits to citizens.

With this type of initiative, CPLT seeks to anticipate the ethical and legal challenges posed by technology, with the aim of protecting citizens’ rights and strengthening trust in our institutions. In 2021, CPLT identified the use of 92 automated or semi-automated decision-making systems in 42 public institutions in Chile. However, there is a deficit in the information known about them, how they operate, their logic, what data they use and how their decisions can be challenged.

These recommendations are the result of an analysis of legal and administrative regulations and relevant public service policies. It also considered initiatives from the private sector, civil society and academia.

Thus, through this recommendation, the CPLT seeks to guide public bodies subject to the Transparency Law on how to uniformly and systematically publish relevant information regarding their automated and semi-automated decision-making systems.
