Pavel will share a story on his flagship initiative, the New Belarus Platform which merges a mobile app and web-based ecosystem to empower Belarusians worldwide to vote, deliberate, propose participatory budgets, access legal and medical services, and take part in civic and political life – even under authoritarian pressure. The platform includes an electoral monitoring toolkit that enables citizens to report fraud and document violations in real time, as well as a blockchain-based online voting system, independently audited in the U.S., which allows for secure, verifiable elections and consultations across diasporas, civic councils, and exile governments. These technologies demonstrate how democratic processes can continue – even in the absence of functioning state institutions – by leveraging decentralised, citizen-led digital infrastructure.

Pavel brings 20 years of IT experience in global tech companies, having held senior leadership positions at EPAM Systems and Intellias.

At TICTeC 2025, he will share strategies for building civic trust, enabling digital participation in hostile environments, and designing resilient platforms for democratic engagement different political context.
